One of the greatest two-sport athletes to ever come out of the Utica schools, Carl went on to post a superior record of achievement in college in two diverse sports, track and football.

Born in Utica in 1961, Carl got his first taste of success while playing Pop Warner football for the Cornhill Bears. At Utica Free Academy, he made the varsity track team as a sophomore and helped the Titans win the Section III championship in 1977. He also qualified for tile state meet in the high and intermediate hurdles.

That was just the beginning of a string of accomplishments. In his junior year, he placed fifth in the 1978 state meet in high hurdles (indoors) and finished fourth in the high hurdles in the state meet outdoors. In his senior year, he was a double winner in the slate track meet in high hurdles, indoors and outdoors.

He tied the Section III record in 1979 for the 1l0-meter high hurdles (14 seconds). He ran on UFA's winning Section III 800-meter relay team and was named Section III Athlete of the Year in track.
Standing just 5-foot-7, Carl managed to utilize every bit of his 142 pounds on the gridiron. He joined the Titans varsity football team in 1977 and played both fullback and strong safely. In his senior year in 1978, he was named second-team Central Oneida League all-star at strong safety.

Amazingly, in his freshman year at Colgate University in 1979, he earned a starling role at cornerback (Division I-A). He was honored with the outstanding performance award on defense in tile Colgate-Lafayette game. That winter, he won the New York State Collegiate Track and Field Championships (indoors) in the high hurdles.

Carl started at cornerback again in the 1980 football season. But he ran for even greater glory on tile track in 1981. He successfully defended his state title in the high hurdles, and qualified for the nationals (IAAAA), becoming a semifinalist in both the indoors and outdoors 110 hurdles.

In his junior year 1981-82, he was a member of the special teams in football (Division I-AA).

That spring, he clinched three state titles in the hurdles, indoors. 110-meter outdoors and 300-meter outdoors.

In tile fall of 1982, the now 149-pounder closed out his football career with two NCAA awards for his performance at strong safety: NCAA and AP honorable mention Division I-AA all-star, and NCAA honorable mention All-East Division-AA.

After getting his BA degree from Colgate in 1983, Carl entered SUNY Buffalo and completed his master's degree in education in 1985. He obtained a law degree from Cornell University in 1988.

He began practicing law in 1991 with the Legal Aid Society in Amsterdam, NY. He later worked for the New York State Court of Appeals, the New York State Supreme Court Appellate Division, the Oneida County District Attorney's Office in Utica, and the U.S. Attorney's Office in Syracuse.

In 2007, he was appointed Special Deputy Attorney General for Guns and Gangs and now works for the Stale of New York, Office of the Attorney General in Utica.
